• Amends Chapter 103D, Part V of Hawaii Revised Statutes to retitle it "Modification and Termination of Contracts and Contract Administration"

• Establishes 38 specific contract administration functions that procurement officers may delegate to contract administrators, including performance evaluations, cost determinations, quality assurance monitoring, engineering surveillance, and administrative closeout procedures

• Requires the procurement policy board to adopt rules governing contract administration, including functions delegable to contract administrators, oversight responsibilities, and contractor performance evaluation procedures

• Requires the state procurement office to submit a progress report on implementation to the legislature no later than 20 days before the 2022 regular session

• Takes effect July 1, 2112 and sunsets June 30, 2026
