Requires commercial helicopter owners and operators to submit monthly reports to the Department of Transportation detailing each flight made for commercial purposes, including date/time of takeoff and landing, number of individuals aboard, flight path with altitudes, and any deviations from the flight plan.

Reports must be submitted by 4:30 p.m. on the fifteenth day of the month following the reporting month.

Mandates the Department of Transportation post each received report to its website within one week and publish monthly reports showing the number of public complaints by region regarding helicopters.

Establishes that failure to submit required reports constitutes a violation of Chapter 261, Hawaii Revised Statutes, with penalties as established in section 261-21.

Addresses safety and noise concerns from at least eighteen civilian helicopter crashes in Hawaii since 2015 and seeks to provide stakeholders and community members with flight information to resolve helicopter-related issues.
