Establishes a new agricultural enterprise program within the Department of Agriculture to support diversified agriculture through planning, design, construction, operation, and management of agricultural infrastructure on department lands.

Authorizes the Department of Agriculture to accept transfer of agricultural enterprise lands from the Department of Land and Natural Resources, with separate rules and management distinct from agricultural park programs.

Permits the Department or its lessees to construct and maintain infrastructure improvements on agricultural lands, with lease terms ranging from 15 to 65 years and subject to board approval and qualification requirements.

Allows the Department to dispose of agricultural enterprise lands by lease, negotiation, drawing of lots, conversion, or public auction to qualified applicants who derive major income from agricultural activities on the premises.

Takes effect July 1, 2022, and provides protections for institutional lenders holding security interests in agricultural enterprise leases, including rights to obtain new leases if original leases are canceled.
