Amends Hawaii Revised Statutes Section 142-3.6 to add a new revenue source to the Animal Industry Special Fund by allowing fees from the State Veterinary Laboratory and Animal Disease Control Branch to be deposited into the fund.

Authorizes the Board of Agriculture to deposit revenue from diagnostic services, surveillance work, and other activities performed by the veterinary laboratory into the special fund to support division operations.

Allows special fund moneys to cover salaries, fringe benefits, operating expenses, equipment, motor vehicles, livestock handling services, and facility maintenance for the Division of Animal Industry.

Requires maintenance of a reserve in the special fund for contingency costs including accrued vacation leave, unemployment insurance, and workers' compensation.

Takes effect upon approval.
