Amends Hawaii Revised Statutes Section 141-14 to rename the "industrial hemp special fund" to the "hemp special fund" and expand its use by the Department of Agriculture.

Expands the hemp special fund to include all revenues from hemp operations including fees and fines, investment returns, and grants and gifts, not just fees from the industrial hemp pilot program.

Authorizes the Department of Agriculture to use the hemp special fund to hire employees, specialists, and consultants necessary to fulfill hemp regulatory responsibilities established under Act 14 (Session Laws of Hawaii 2020).

Appropriates an unspecified amount from the hemp special fund to the Department of Agriculture for fiscal year 2021-2022 for purposes of this Act.

Takes effect on July 1, 2021.
