Repeals Section 103-55.6 of Hawaii Revised Statutes, which previously provided a 5 percent bid reduction for public works contracts valued at $250,000 or more if the bidder was party to a registered apprenticeship agreement.

Eliminates the requirement that governmental bodies decrease bid amounts for contractors with registered apprenticeship agreements for each apprenticeable trade employed on the project.

Removes provisions requiring bidders to furnish written proof of apprenticeship agreement registration and monthly certifications during project completion.

Eliminates sanctions for contractors who lose apprenticeship agreement status during construction, including work cessation and debarment proceedings.

Takes effect upon approval and does not affect rights, duties, or proceedings that commenced before the effective date.
