Amends Section 103D-1002, Hawaii Revised Statutes, to modify the Hawaii Products Preference Law by adding an exception for public works construction procurements.

Changes the exemption language from "whenever" to "when at least one of the following conditions is met" to establish two distinct exemption criteria.

Maintains the existing exemption when application would disqualify a government agency from receiving federal funds or aid.

Adds a new exemption for solicitations for public works construction, exempting such projects from Hawaii products preference requirements.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
