Authorizes the State Procurement Administrator to develop and administer a statewide procurement automation system across executive branch and state agencies.

Establishes a state procurement automation system special fund in the state treasury to receive revenues from administrative fees and fund the automation system project management.

Authorizes the State Procurement Administrator to charge and collect an administrative fee (less than 1%) on large statewide cooperative agreements to cover implementation, maintenance, training, and system configuration costs.

Amends section 103D-206 to grant the administrator authority to establish procedures for issuing final decisions on procurement practices, policies, and compliance investigations, with quarterly reports to the procurement policy board.

Takes effect upon approval.
