Authorizes the Department of the Attorney General to conduct criminal history record checks on current and prospective employees and contractors who have access to federal tax information to comply with Internal Revenue Service requirements.

Requires background investigations at the federal government's designated level, including state and Federal Bureau of Investigation fingerprint-based checks, with information used exclusively for determining federal tax information access suitability.

Permits the Department to terminate or deny employment, or refuse to secure contractor services, based on background investigation findings if the person poses a risk to federal tax information security, subject to notification and opportunity to rebut findings.

Exempts the Department from section 831-3.1 and administrative hearing requirements under chapter 91 when conducting background investigations.

Adds the Department of the Attorney General as the 49th authorized entity to conduct criminal history record checks under Hawaii Revised Statutes section 846-2.7.
