• Transfer state fire council administrative oversight from Department of Labor and Industrial Relations (DLIR) to Department of Commerce and Consumer Affairs (DCCA)

• Establish comprehensive boiler and elevator safety law under DCCA jurisdiction with detailed inspection standards, permit requirements, and fee schedules for installation, alteration, and renewal inspections

• Create boiler and elevator safety appeals board with three members to hear appeals from DCCA director orders regarding safety violations and penalties up to $10,000

• Transfer human trafficking victim services fund administration from DLIR to the judiciary, which must submit annual reports on fund receipts, expenditures, and recommendations to legislature

• Effective date December 25, 2040
