Expands the brownfields cleanup revolving loan fund to support environmental site assessments in addition to cleanup activities, bringing the fund into compliance with a 2012 EPA closeout agreement.

Authorizes the fund to provide grants to eligible public and nonprofit entities for brownfields site assessments, cleanup activities, and site monitoring, not just loans.

Changes terminology from "borrowers" to "entities" to clarify that both loan and grant recipients can access fund assistance.

Caps administrative and legal costs for fund management at the lesser of 10% of the loan or sub-grant amount or a percentage set by department rules, replacing previous reference to EPA pilot program guidelines.

Takes effect July 1, 2050.
