Amends Section 201-113 of Hawaii Revised Statutes to expand funding sources for the Hawaii film and creative industries development special fund to include all grants, revenues, rents, fees, and charges from governmental agencies or other sources.

Changes the effective date for revenues, fees, and charges from motion picture, digital media, and film production income tax credit processing from January 1, 2021 to January 1, 2022.

Adds a fourth authorized use of the fund for repair, maintenance, and operation of public facilities managed by the department that support the film, media, and creative industries.

Appropriates $500,000 from the special fund for fiscal year 2021-2022 and $500,000 for fiscal year 2022-2023 to the Department of Business, Economic Development, and Tourism.

Effective date of July 1, 2050.
