Appropriates funds for collective bargaining cost items negotiated with bargaining unit (4) for fiscal years 2021-2022 and 2022-2023, with allocations to collective bargaining statewide (BUF 102) and the judiciary (JUD 601).

Provides salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (4) members, authorized under chapter 89C, Hawaii Revised Statutes.

Allocates funds to the Hawaii Health Systems Corporation corporate office (HTH 210) for collective bargaining cost items and salary adjustments for unit (4) members and excluded employees assigned to HHSC.

Specifies that compensation paid from federal, special, or other funds shall be paid proportionately from those respective funding sources.

Takes effect July 1, 2021, with all unencumbered funds lapsing on June 30, 2022, and June 30, 2023.
