Appropriates funds for collective bargaining cost items negotiated with collective bargaining unit (5) for fiscal biennium 2021-2023, with all funding sources currently set at -0-.

Provides appropriations for salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (5) members, with all funding sources currently set at -0-.

Directs the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

Specifies that salary increases paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Allows unencumbered appropriations to lapse as of June 30, 2022, and June 30, 2023, of the respective fiscal years; effective date December 25, 2040.
