Appropriates funds for collective bargaining cost items and salary increases for bargaining unit (7) members and excluded state officers and employees in the same compensation plans for fiscal years 2021-2022 and 2022-2023.

All appropriated amounts are listed as -0- for general funds, special funds, federal funds, and other funds for both fiscal years in Parts I and II.

Directs the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

Requires that salary increases and cost adjustments for employees paid from federal, special, or other funds be paid proportionately from those respective funding sources.

Takes effect on July 1, 2050; any unencumbered funds lapse as of June 30, 2022, and June 30, 2023.
