Appropriates funds for collective bargaining cost items negotiated with bargaining unit (8) for fiscal biennium 2021-2023, with all funding sources set at zero dollars for both FY 2021-2022 and FY 2022-2023.

Appropriates funds for salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (8) members, with all funding sources set at zero dollars for both fiscal years.

Requires the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

Specifies that salary increases and cost adjustments for employees whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Appropriated funds not expended or encumbered by June 30, 2022, and June 30, 2023, shall lapse on those dates; Act takes effect July 1, 2021.
