• Appropriates funds for collective bargaining cost items for Unit (9) employees and excluded counterparts for fiscal years 2021-2022 and 2022-2023, with all appropriations currently set at -0- across general, special, federal, and other funds.

• Covers salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as Unit (9) members, including allocations to the Department of Education and Hawaii Health Systems Corporation.

• Director of Finance distributes allocated funds to appropriate state departments and the Hawaii Health Systems Corporation for expenditure in respective fiscal years.

• Funds for officers and employees paid from federal, special, or other funds shall be paid wholly or proportionately from the respective funds.

• Takes effect upon approval on July 1, 2021, with any unencumbered funds lapsing as of June 30, 2022, and June 30, 2023.
