• Appropriates funds for collective bargaining cost items negotiated with Unit (10) employees for fiscal years 2021-2023, with all appropriations set at $0 for general, special, federal, and other funds.

• Establishes separate appropriations for the Department of Education portion of Unit (10) bargaining costs, also with all amounts set at $0 for both fiscal years.

• Provides salary increases and cost adjustments authorized under chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as Unit (10) members.

• Allocates funds to the Hawaii Health Systems Corporation for Unit (10) collective bargaining costs and salary adjustments for excluded employees within the corporation.

• Takes effect upon approval on July 1, 2021, with any unspent or unencumbered funds lapsing on June 30, 2022 and June 30, 2023.
