Appropriates funds for collective bargaining cost items negotiated with bargaining unit (14) for fiscal years 2021-2022 and 2022-2023, with all funding sources listed as -0-.

Appropriates funds for salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as unit (14) members for fiscal years 2021-2022 and 2022-2023, with all funding sources listed as -0-.

Directs the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

Requires salary increases paid from federal, special, or other funds to be paid wholly or proportionately from those respective funds.

Provides that any unexpended or unencumbered funds shall lapse on June 30, 2022, and June 30, 2023, with the Act taking effect on July 1, 2021.
