• Suspends the requirement for public employers to make annual required contributions to the Hawaii Employer-Union Health Benefits Trust Fund (OPEB trust) through fiscal year 2024-2025

• Repeals Section 87A-43, which previously required counties and other public employers to make annual required contributions beginning in fiscal year 2018-2019

• Removes provisions that directed general excise tax revenues and transient accommodations tax revenues to cover shortfalls in public employer contributions to the OPEB trust

• Takes effect on July 1, 2021, and is repealed on June 30, 2025, at which point the previous statutory provisions regarding employer contributions are reenacted
