• Appropriates general revenue funds for fiscal year 2021-2022 to continue COVID-19 response programs and activities across multiple state departments.

• Funds COVID-19 operations including the Safe Travels Hawaii airport screening program, National Guard activation, testing and contact tracing, public health messaging, vaccination logistics, isolation and quarantine services, and medical surge staffing.

• Authorizes the Governor to transfer appropriated funds among executive agencies and to a contingency fund as deemed necessary for COVID-19 response purposes.

• Requires that any state-funded projects that later become eligible for federal reimbursement shall have those federal funds deposited into the general fund.

• Takes effect July 1, 2050, with all unallotted or unencumbered funds lapsing on June 30, 2023.
