Amends Hawaii Revised Statutes Section 88-63 to change the formula for crediting unused sick leave when public employees retire or leave government service.

For employees who became members of the Employees' Retirement System before July 1, 2021: 60 days of unused sick leave equals 3 months of service credit, plus 1 additional month of credit for each additional 20 days or major fraction thereof.

For employees who become members after June 30, 2021: 120 days of unused sick leave equals 3 months of service credit, plus 1 additional month of credit for each additional 40 days or major fraction thereof (a less generous formula requiring double the sick leave to earn the same benefit).

Eliminates service benefit limitations in Section 88-74 for retirement allowances that exceed those limits due to unused sick leave credit calculations.

Takes effect on July 1, 2021.
