Establishes a state disaster recovery program and framework to enhance government capacity to recover from disasters, with oversight by a state disaster recovery coordinator position.

State disaster recovery coordinator reports to the governor and must oversee recovery program, establish recovery priorities and strategy, convene state agencies on federal disaster recovery programs, and coordinate between federal, state, local governments, private sector, and community organizations.

Coordinator must serve as primary contact with federal disaster recovery coordinator, promote unified communications strategy with state and local partners, and develop interagency coordination plans for long-term disaster recovery.

Coordinator must conduct comprehensive review of recovery plans, policies, and decisions and submit reports to the governor and legislature by twenty days prior to the 2022 regular session and every odd year thereafter.

Amends Hawaii's emergency management law to require the state comprehensive emergency management plan include a state disaster recovery program and framework; effective July 1, 2050.
