• Establishes the Hawaii State Fusion Center within the Office of Homeland Security under the direction of the Director of Homeland Security.

• Creates the position of Hawaii State Fusion Center Director, appointed by and removable by the Director of Homeland Security, with day-to-day operational responsibility and exempt from civil service requirements.

• Directs the center to continuously monitor crimes and hazards, serve as focal point for sharing local, national, and international intelligence, and establish a joint integration center for cybersecurity, critical infrastructure protection, and threat response coordination.

• Exempts the Director of the Hawaii State Fusion Center from Chapter 76 (civil service requirements) and establishes the position as state-funded.

• Effective July 1, 2050.
