Amends Section 121-7 of Hawaii Revised Statutes to modify eligibility requirements for appointment as adjutant general of the Department of Defense.

Requires candidates to hold or have held the rank of colonel (grade 06 or above) in the Army or Air National Guard, state defense force, or Army or Air Force active or reserve components, rather than the previous "field grade officer" standard.

Requires at least ten years of service as a commissioned officer in the Army or Air Force components listed in the eligibility criteria.

Adds new requirement that candidates have no administrative actions or items that would prevent promotion to the rank of general officer (grade 07 or 08).

Effective date: July 1, 3050.
