Amends Section 121-39 to require the State to provide allowances for Tricare Reserve Select or other government-funded medical insurance for officers and warrant officers activated for more than thirty days, including coverage for eligible dependents.

Amends Section 121-40 to extend the same medical insurance allowance requirement to enlisted personnel of the Army and Air National Guard when activated for more than thirty days.

Maintains existing provisions allowing officers, warrant officers, and enlisted personnel to directly deposit pay by electronic means to personal banking accounts.

Maintains existing provision that no pay or allowances are provided for service during which personnel receive military pay from the United States.

Effective July 1, 3050.
