Requires counties to maintain infrastructure for Department of Hawaiian Home Lands housing developments within 60 days of receiving a completed maintenance request from the county council.

Infrastructure maintenance obligation applies when applicable meter and connection fees and utility costs have been paid by the department.

Infrastructure must conform to applicable county standards in effect at the time of construction and receive county approval for completion of improvements.

Defines "infrastructure" to include waterlines, storm drainage, sewerlines, waste disposal systems, roadway improvements (pavement, gutters, curbing, sidewalks, street trees, street lighting), and connections to county infrastructure.

Establishes new section in Chapter 46 of Hawaii Revised Statutes to formalize county maintenance responsibilities for affordable housing developments serving Native Hawaiians.
