Establishes the Office of Youth Services Revolving Fund to receive revenue from the sale of goods and services by commercial enterprise vocational programs and legislative appropriations, with funds used for vocational programs as determined by the office.

Authorizes individual commercial enterprise vocational programs to set prices for goods and services at market rates and to market to both public and private sectors, with administrators ensuring quality comparable to private sector standards.

Expands the definition of "young adult at risk" to include individuals ages 18-24 who have been arrested, had contact with police, or are experiencing social, emotional, psychological, educational, or physical problems and are ineligible for child protective services due to age.

Adds commercial enterprise vocational programs for young adults only as a new service the Office of Youth Services must provide under its continuum of services.

Requires the Office of Youth Services executive director to submit annual reports to the legislature detailing services funded, the number of youth at risk and young adults served, and program results.
