Expands the Department of Human Services' authority to enter premises without a warrant to investigate abuse of vulnerable adults to include caregiver neglect and self-neglect, in addition to physical abuse.

Allows warrantless entry when department employees have probable cause to believe a vulnerable adult will be injured through caregiver neglect, self-neglect, or physical abuse before a court order can be obtained.

Permits department employees to request police officer assistance to gain entrance to premises when conducting authorized warrantless investigations.

Takes effect upon approval.
