Increases the maximum amount the spouse and child abuse special fund can retain from $3,000,000 to $5,000,000 in unencumbered and unexpended moneys.

Allows the fund to retain federal reimbursements from the Family First Prevention Services Act and Title IV-E funds received in the fiscal year following the year in which the funds were expended.

Provides sustainable non-federal revenue to support spouse abuse, child abuse and neglect prevention, and intervention services, including personnel costs.

Enables Hawaii to maximize federal reimbursement opportunities available through the Family First Prevention Services Act of 2018.

Takes effect July 1, 2060.
