Urges Congress to call a constitutional convention under Article V limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress.

Specifies that Congress has only ministerial authority to name time and place for the convention and cannot set rules, determine delegate numbers, or name delegates, which remain exclusively with state legislatures.

Requires applications from legislatures of at least two-thirds of states for substantially the same purpose before Congress must call the convention, and establishes that states vote on a one-state, one-vote basis.

Prohibits the convention from considering any amendments that would modify or repeal any provision of the Bill of Rights, and voids the application if used to consider such changes at any stage.

Requests the Department of Business, Economic Development, and Tourism to study potential impacts of federal fiscal restraints on Hawaii's economy and report findings by twenty days prior to the 2023 legislative session.
