Urges the counties (Honolulu, Hawaii, Kauai, and Maui) to recognize 911 emergency services dispatchers as first responders in their respective jurisdictions.

Directs counties to update job classifications of 911 emergency services dispatchers to reflect their duties as first responders.

Notes that dispatchers receive specialized training and certification, make critical split-second decisions, and often suffer from post-traumatic stress due to exposure to traumatic emergency calls.

References California Assembly Bill 1945 (2020), which defines public safety dispatchers and telecommunicators as first responders.

Requires certified copies of the resolution be transmitted to the Mayors and Council Chairs of all four counties.
