Requests the Department of Commerce and Consumer Affairs and Department of Taxation to conduct a study on the social and economic impacts of permitting aerial fireworks sales and imposing a tax on them.

Study must examine four key areas: potential revenue from an aerial fireworks tax, whether legalizing and taxing aerial fireworks would discourage illegal fireworks activities, whether tax revenue could fund enforcement against illegal fireworks use, and whether mandatory liability insurance should be required for aerial fireworks purchasers.

Requires submission of study findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the convening of the Regular Session of 2023.

Addresses ongoing problem of illegal aerial fireworks in Hawaii that have caused serious injuries, property damage, and fatalities despite strict penalties and prior Illegal Fireworks Task Force recommendations from 2011.
