Requests that the Department of Human Services immediately cease intercepting social security payments for children in foster care.

Directs the Department of Human Services to deposit foster children's social security payments into savings accounts accessible when children return to their families, are adopted, or age out of foster care.

Notes that Hawaii is among 49 states currently intercepting social security payments for foster children purportedly to cover care costs.

References New York City's decision to end this practice and deposit payments into savings accounts for foster children.

Requires certified copies of the resolution be transmitted to the Governor and Director of Human Services.
