Requests the University of Hawaii to examine the feasibility and accessibility of developing and implementing a nursing program at Honolulu Community College.

Cites a statewide nursing shortage and the need for qualified healthcare professionals to serve vulnerable populations in the Kalihi area, including individuals with chronic health conditions and experiencing homelessness.

Notes that Kapiolani Community College currently offers the only community college-level nursing program within urban Honolulu.

Requires the University of Hawaii to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2023 Regular Session.

Directs certified copies of the resolution be transmitted to the University of Hawaii System President, Vice President for Community Colleges, Honolulu Community College Chancellor, and the Kalihi-Palama Neighborhood Board Chairperson.
