Requests the State Auditor to conduct a performance audit of the Driver Education Program administered by the Department of Transportation and the Department of Education.

Requires the Auditor to examine administration, policies, and procedures of the Driver Education Program, including the backlog of driver education opportunities.

Directs the Auditor to assess whether program activities are being conducted effectively, efficiently, economically, ethically, and equitably.

Audit stems from concerns about limited class availability, particularly for neighbor island residents, and a backlog of students unable to access driver education courses.

Requires the Auditor to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session.
