Requests the State Auditor to conduct an audit of the Department of Health and Department of Public Safety's implementation of the Hawaii Information Portal (HIP), a system used for electronic payroll records and leave time calculations.

Background: Hawaii transitioned from a paper-based payroll system used since the 1960s to an electronic system by early 2019, with payroll records made available through HIP.

Directs audit focus on issues where employees in the Department of Health and Department of Public Safety reported incorrect calculations of payroll and leave time.

Requires the Auditor to submit findings and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023.

Directs certified copies be transmitted to the Auditor, Director of Health, Director of Human Resources Development, and Director of Public Safety.
