Department of Land and Natural Resources shall establish a task force to develop plans and strategies for statewide flood mitigation and century-long watershed management with primary focus on flood mitigation.

Task force shall consist of the Chairperson of the Board of Land and Natural Resources, Director of the Office of Planning and Sustainable Development, planning directors from all four counties (Honolulu, Hawaii, Maui, Kauai), one House member selected by the Speaker, and one Senate member selected by the President.

Task force must submit a report with plans, findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the start of the 2023 Regular Session.

Department of Land and Natural Resources shall provide necessary staff support to the task force, including preparation of the report.

Task force shall be dissolved on June 30, 2023.
