Request the Legislative Reference Bureau to conduct a financial analysis of managed care organizations administering the Employer-Union Health Benefits Trust Fund, including auditing amounts paid for health care versus administrative services.

Analyze effects of payment reforms and capitation payments to primary care physicians on practice administrative costs and their contribution to Hawaii's physician shortage.

Examine "medical management" administrative costs and separate administrative costs of payment reforms from actual provider payments for health care services.

Investigate other relevant issues related to the Trust Fund's financial structure and operations.

Require the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.
