Requests the Department of Commerce and Consumer Affairs to conduct an analysis of scopes of practice for advanced practice registered nurses and physician assistants in Hawaii.

Directs analysis to examine whether scopes of practice should be expanded in six specific areas: school-based health services, medical care for minors with HIV, abortion care, controlled substance prescription records review, Clinical Laboratory Improvement Amendments waived tests, and medical aid in dying.

Permits the Department to include comparisons to other jurisdictions regarding their expanded scope of practice policies for these professions.

Requires the Department to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023.

Directs certified copies be transmitted to the Director of Commerce and Consumer Affairs, Hawaii Medical Board Chairperson, and State Board of Nursing Chairperson.
