Requests the Department of Hawaiian Home Lands to establish a Crown Lands Working Group to identify which Crown Land tax map keys should be prioritized for return to Native Hawaiians and which entities should receive and manage those lands.

Specifies the working group membership to include 9 representatives: the Hawaiian Homes Commission Chairperson, Office of Hawaiian Affairs Board Chairperson, Ka Huli Ao Center Director, a Native Hawaiian legal practitioner, and leaders from ALU LIKE Inc., Association of Hawaiian Civic Clubs, Council for Native Hawaiian Advancement, Native Hawaiian Education Association, and Papa Ola Lokahi Inc.

Requires the working group to select a chairperson from among its members and submit findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days before the 2023 Regular Session convenes.

Recites historical context including the 1893 overthrow of the Kingdom of Hawaii, the 1993 federal Apology Resolution (Public Law 103-150), and the acknowledgment that 1.8 million acres of Crown and Government Lands were ceded without Native Hawaiian consent or compensation.

Directs transmission of certified copies of the resolution to the Governor and all working group member organizations.
