Office of Information Practices (OIP) requested to convene a working group to develop a new statutory standard for treating deliberative and pre-decisional agency records under the Uniform Information Practices Act (UIPA).

Working group composition consists of seven members: three representatives from public interest groups, three from government agencies subject to UIPA, and the OIP Director or designee who serves as convener.

Working group directed to examine Hawaii law, federal practices, and approaches in other jurisdictions to develop consensus language for a new UIPA exception that balances public disclosure interests against agencies' need for frank internal deliberations.

OIP Director required to submit findings and recommendations to the Legislature no later than twenty days before the convening of the 2023 Regular Session.

Certified copies to be sent to the Governor, OIP Director, Civil Beat Law Center for the Public Interest, League of Women Voters of Hawaii, and Common Cause Hawaii.
