Endorses and adopts the Treaty on the Prohibition of Nuclear Weapons, which was adopted by 122 nations in July 2017 to eliminate all nuclear weapons.

Urges federal leaders to make nuclear disarmament the centerpiece of United States national security policy and pursue a verifiable agreement among nuclear-armed states to eliminate their nuclear arsenals.

Calls on federal leaders to renounce first-use of nuclear weapons, end the President's sole authority to launch nuclear attacks, remove nuclear weapons from hair-trigger alert status, and cancel plans to replace the entire arsenal with enhanced weapons.

Cites approximately 14,500 remaining nuclear warheads worldwide (over 90% held by the United States and Russia) that pose an existential risk, with even 100 Hiroshima-sized bombs potentially causing global climate disruption and starvation of two billion people.

Directs transmission of certified copies to the United Nations Secretary-General, U.S. President, Congress leadership, Hawaii's congressional delegation, Governor, and county Mayors.
