Hawaii has one of the highest homelessness rates in the nation at 46 per 10,000 people, with the 'Ohana Zone program having served 5,067 individuals and placed 1,129 into permanent housing as of September 30, 2021.

Requests the City and County of Honolulu and Honolulu Police Department to establish Homeless Outreach and Navigation for Unsheltered Persons (HONU) sites in each City Council district on Oahu and extend operations at each site beyond the current 90-day maximum.

Requests the Honolulu Police Department implement a three strikes program allowing detention of unsheltered persons with three or more assault convictions.

Requests the Honolulu Police Department collaborate with Weed & Seed Hawai'i, Inc. to develop community policing solutions addressing violent crime committed by or within the homeless population on the Waianae Coast.

Directs certified copies of the resolution to be sent to the Mayor of Honolulu, Interim Chief of the Honolulu Police Department, and President of Weed & Seed Hawai'i, Inc.
