Requests the Hawaii Council for the Humanities, State Foundation on Culture and the Arts, and Hawaii State Public Library System to collaborate on establishing a Hawaii State Poet Laureate Program.

Program may include periodic appointment of a Hawaii poet laureate, promotion of reading and poetry appreciation, literary and cultural workshops, and gatherings of writers, poets, storytellers, and musicians representing Hawaii's multi-ethnic cultures.

Directs the State Foundation on Culture and the Arts to submit a report on collaborative efforts, findings, recommendations, implementation plan, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Aims to preserve and advance Hawaii's culture and arts by blending multicultural voices and traditions through literature and poetry to promote dialogue, understanding, and civic engagement.
