Requests the Office of Enterprise Technology Services to develop a recommended definition for blockchain technology and identify opportunities for individuals, private entities, and state agencies to use it.

Directs the office to submit findings, recommendations, and any proposed legislation to the Legislature no later than 30 days before the convening of the 2023 Regular Session.

Identifies potential blockchain applications including land registration, identity management, supply-chain traceability, healthcare, corporate registration, taxation, voting, digital currency and payments, and legal-entities management.

Highlights blockchain's potential benefits including secure data storage, reduced labor-intensive processes, decreased accountability management costs, reduced corruption risk, and increased trust in government systems.

Requires transmission of a certified copy of the resolution to the Chief Information Officer.
