Request that the Governor certify good standing for all lessees of state public lands and prohibit the State from leasing or renewing leases to any individual, corporation, or public agency that has not met all financial, contractual, and legal obligations.

Identify that the United States Department of Defense has unmet financial obligations, including impact aid owed under U.S. Public Law 81-874 for offsetting public education costs; the State received only 12.91 percent of the total per-pupil cost for educating 11,000 to 14,000 military students in fiscal year 2019.

State that the United States Navy and Defense Logistics Agency have failed to perform required maintenance and environmental protection on state public lands, including inspections and repairs of underground storage tanks at Red Hill Bulk Fuel Storage Facility under a 2015 administrative order on consent, and recent water contamination suggests non-compliance.

Note that Monsanto Company has been repeatedly found guilty of criminal activity, including accruing over $20,000,000 in fines for storing and using banned pesticides on Oahu, Maui, and Molokai, yet still holds a state public lands lease.

Direct certified copies of the resolution to be transmitted to the Governor and Chairperson of the Board of Land and Natural Resources.
