Requests the Public Utilities Commission to explore through its docket process the feasibility of relocating above-ground electric transmission and distribution lines underground in high-risk areas on Maui.

Requires the Commission's assessment to include amortized relocation costs, risk of damage from high winds, wildfires, or other historical natural events, and risks from projected sea level rise.

Mandates evaluation of risks posed by above-ground line damage, including potential wildfire ignition and road closures that could affect access to critical infrastructure like hospitals.

Requires the Public Utilities Commission to submit a report to the Legislature no later than twenty days before the 2023 Regular Session convening.

If relocation is deemed feasible, the Commission must include proposed plans and deadlines for the underground relocation project in its legislative report.
