• Hawaii State Department of Transportation requested to convene a working group to create and recommend federal, state, and county subsidies for waterborne cargo transport, consistent with the Water Carriers Working Group's December 27, 2021 final report.

• Department of Transportation to establish a committee to work with the United States Department of Transportation Maritime Administration on developing a federal waterborne cargo subsidies program and draft related legislation.

• Department of Transportation to establish a committee to work with Hawaii's Congressional Delegation to sponsor federal legislation establishing a waterborne cargo subsidies program within the U.S. Department of Transportation.

• Working group to submit interim report by twenty days before the 2023 Regular Session convening and final report with recommendations and proposed legislation by twenty days before the 2024 Regular Session convening.
