HCR 182 Summary

• City and County of Honolulu is requested to convene a working group to develop recommendations for improving sidewalk maintenance.

• Working group membership includes the Mayor or designee, Director of Transportation or designee, Director of Planning and Permitting, Director of Facility Maintenance, one Senate member appointed by the President of the Senate, and one House member appointed by the Speaker of the House.

• Working group must report on existing City policies and procedures for sidewalk maintenance and repair, including complaint handling and the four-tier priority sidewalk repair system.

• Working group must provide median repair times for each priority level during fiscal year 2020-2021 and recommendations to improve repair efficiency and public communications about complaint responses.

• Report and any proposed legislation must be submitted to the Legislature no later than twenty days before the 2023 Regular Session convenes.
